Press Release on Extension of Radiation Protection Interim Licenses issued by the Sri Lanka Atomic Energy Regulatory Council of Sri Lanka


Under the instructions of Hon. Mahinda Amaraweera, Minister of Power and Energy, the Atomic Energy Regulatory Council of Sri Lanka (Council ) has decided to extend interim licence issued till 31st March 2020 for the use of high active radiation sources up to 31st May 2020 and to extend licences issued till 31st May 2020 to use of X-ray machines and radioactive material up to 30th June 2020 to provide relief to its license holders due to the COVID-19 epidemic.

The Regulatory Council has been able to continue providing radiation protection and regulatory services to its clients under the advice and guidance of the Hon. Minister despite the COVID-19 quarantine curfew. In addition, the staff of the regulatory body has been able to maintaining many essential services without any hassle such as granting approvals for imported radioactive material to treat cancer patients, approvals for X -ray room plans for installation of CT scans for IDH hospital, Angoda and Iranavila COVID-19 hospital . The Council also has issued regulatory approvals to release imported milk food to market based on laboratory certificates of milk food samples tested for radioactivity.

The Council has already made all arrangements to re-open the Council office for customers and public from Monday the May 11th 2020 on all working days from 10 am to 3.00 pm subject to the guidance issued by the government to control COVID-19 virus.

IAEA Expert Mission to Sri Lanka to review the draft Safety Regulations of the Sri Lanka Atomic Energy Regulatory Council


Sri Lanka Atomic Energy Regulatory Council (Council) has received one week expert mission under the International Atomic Energy Agency (IAEA) TC Project SRL 09/089 to review the draft regulations on “Radiation Protection and Safety of Radiation Sources”.

Dr. Mamdouh Yassin Osman, Director of Planning, Policy and Technical Cooperation Directorate of Sudan Nuclear and Radiological Regulatory Authority has attended this expert mission. During the mission period of 20th – 24th January 2020, Dr. Osman had several discussions with senior officials of the Sri Lanka Atomic Energy Regulatory Council to review the draft regulations prepared by the Council and finalized the review of the draft in complying with the Sri Lanka Atomic Energy Act No. 40 of 2014 and IAEA safety requirements.

National Training Course for “First Responders and Team Members responsible for Implementation of Emergency Management Plan”, 20th – 22nd November, 2019


National training course for “First Responders and Team Members responsible for Implementation of Emergency Management Plan” was held on 20th – 22nd November 2019 at Sri Lanka Atomic Energy Regulatory Council (Council). The purpose of this training is to provide the participants, with information of emergency preparedness and response during radiological or nuclear emergency, on how the Council coordinate with first responders and stakeholders during radiological emergency as a national warning point, national competent authority and assessment of the capabilities of first responders. 42 participants from following institutes were attended for the training.

Mr.Anil Ranjith, Director General (DG) of the Council was attended the inauguration session and delivered opening remarks giving importance of having this type of training programme to implement the EMP's

Most of the lectures were conducted by qualified officers of the Council, Dr. Novil Wijesekara (Ministry of Health), Mr. Prasad Mahakumara, Director (Sri Lanka Atomic Energy Board) and Wing Commander Nilendra Perera (Sri Lanka Airforce) also conducted lectures in different areas of EPR. Fruitful discussions were held among the stakeholders regarding the Emergency Management Plan. Further, table top exercise was held during the training course. The areas covered in the emergency preparedness and response are as follows

  • Introduction of Emergency Response Plan, Roles and Responsibilities of Stakeholders

  • Protective Actions and Doses applicable in Emergencies

  • Use of Personal Protective Equipment and Radiation Measuring Equipment
  • Table top exercise on Response during Nuclear or Radiological Emergency

The important part of this training was the Table Top Exercise. Exercise was designed with dirty bomb scenario and developed with player and controller guides. Mr. Prageeth Kadadunna, NEC has lead the controller team with Scientific Officers of the Council and followed IAEA standard table top exercise guidances. Participants obtained fruitful experiences during the table top exercise.
