National training course on radiation protection for operators/users in Diagnostic X-ray facilities, 19-21 December 2023


The Sri Lankan Atomic Energy Regulatory Council (the Council) conducted the “National Training Course on Radiation Protection for Operators working in Diagnostic X-ray facilities” from the 19th to the 21st of December 2023 in Council premises. Forty-three participants attended the training course from across the country. Lectures and exercises were conducted by the Council officers.

The purpose of this training course was to qualify radiographers in radiation protection. After the three-day training course, an examination was held on the last day (21st December 2023). Those who passed the examination were awarded certificates valid for four years.

The objectives of this training course were:

  • To use the training certificate to fulfill regulatory requirement of radiation protection trainings required for appointment as operator/user
  • Better understanding of philosophy and principles of radiation protection
  • Understanding of regulatory requirements and international system of radiation protection
  • Understanding of practical aspects of protection of workers, patients & general public
  • Understanding the importance & practical aspects of quality assurance in diagnostic radiology
  • Development of safety culture among radiation workers

The Council conducts similar training courses every year to enable workers to obtain the necessary qualifications for radiation protection, as after 2025, only workers with certificates will be authorized for licensing.

Mr. Saminda Jayasekara, Chairman of the Council, and Mr. Kapila De Silva, Director General (Cover-up) of the Council, attended the inauguration session. The Chairman delivered opening remarks, while the Director-General (Cover-up) explained the importance of having this type of training course for the development of the regulatory regime. Ms. Kaushalya Gamage work as course director while Ms. Dinusha Kulathilake work as course coordinator respectively.


First meeting of the Atomic Energy Law Review Committee


It had been a long discussion for enacting a new Act or amending the existing Sri lanka Atomic Energy Act No. 40 of 2014 to meet the establishment of necessary requirements for Nuclear Power Programme including the ratification of several legal instruments. As such on the guidance of the Chairman, Mr. Saminda Jayasekara of Sri Lanka Atomic Energy Regulatory Council (Regulatory Council), nominated and appointed a Committee which include experts in the Legal field and the Technical experts who are highly skilled professionals by the Dr. Wijedasa Rajapaksha, Minister of Justice, Prison Affairs and Constitutional Reforms.

As a result, the 1st meeting of the Atomic Energy Law Review Committee was held on 04th of October 2023 at 2.30 p.m. at Ministry of Power & Energy with the participation of members of Committee. The Committee meeting was chaired by the Hon. Justice Sobhitha Rajakaruna, Judge of the Court of Appeal, Sri Lanka.

The Chairman of the Regulatory Council delivered the welcome speech and Director General, Mr. Kapila De Silva of the Regulatory Council delivered and presented a key note speech regarding the legal requirements for Nuclear Power Programme. The experts around 20 people from the Attorney Generals Department, Legal Draftsman Department, Ministry of Foreign Affairs, Ministry of Power & Energy, Ceylon Electricity Board, Legal Professionals, Sri Lanka Atomic Energy Board and Sri Lanka Atomic Energy Regulatory Council took part in this event.

The meeting served as a platform to initiate a Nuclear Power Programme in Sri Lanka with drafting comprehensive National Nuclear Law since the Government of Sri Lanka has already given green light for initiating Nuclear Power Programme in Sri Lanka. The members of the Committee had a productive discussion and agreed to draft a new Act to address the lacunas in the existing Atomic Energy Act No.40 of 2014.


National Training Course on Radiation Protection for Operators/Users in Dental/Veterinary Diagnostic X-ray facilities, 23-24 August, 2023


The Sri Lanka Atomic Energy Regulatory Council (Council) successfully conducted the “National training course on radiation protection for operators/users in Dental/Veterinary Diagnostic X-ray facilities in the country” from 23rd – 24th August 2023 at Sri Lanka Atomic Energy Regulatory Council. Relevant participants of users/operators engaged in Dental/Veterinary Diagnostic X-ray facilities were participated in this training course.

The objectives of this training course were:

  • To fulfill regulatory requirement of radiation protection trainings required for appointment as operator/user
  • Understanding of practical aspects of protection of workers, patients & general public
  • Development of safety culture among radiation workers

This course mainly consisted in a series of presentations delivered by Council staff. In addition to that, this training course provided opportunities for participants to share and to discuss common challenges and lessons learned, continue sharing information and good practices as well as other potential follow up tasks and coordinated activities, as appropriate.
