National Training Course on Radiation Protection for Radiation Protection Officers (RPOs)/Operators Working in Diagnostic X-ray Facilities


The Sri Lanka Atomic Energy Regulatory Council (Council) is planning to conduct the National Training Course on Radiation Protection for Radiation Protection Officers (RPOs)/Operators Working in Diagnostic X-ray Facilities from 26th – 28th August 2025. Lectures and exercises will be conducted by officers of the Council.

The purpose of this training course is to update their knowledge and experience in radiation protection. At the end of the course, all participants will be awarded a certificate valid for three years, based on their attendance.

The objectives of the training course are as follows:

  • To gain a better understanding of the philosophy and principles of radiation protection.
  • To understand regulatory requirements and the international system of radiation protection.
  • To comprehend the practical aspects of protecting workers and the general public.
  • To develop a safety and security culture among radiation workers.
  • To follow correct procedures for radiation protection when dealing with ionizing radiation sources.
  • To acquire techniques and proper procedures for controlling radiation exposure to the public and workers.
  • To understand the importance & practical aspects of quality assurance in diagnostic radiology

All Radiation Protection Officers (RPOs)/Operators working in diagnostic X-ray facilities are requested to nominate radiation workers currently employed in your institution to participate in this training course and update their knowledge. Please send the names of one or two radiation workers on or before 07th July, 2025. The course fee per selected participant is Rs. 12,000.00.

“Colombo City Thunder” Table Top Exercise, 20th February 2025


The Sri Lanka Atomic Energy Regulatory Council (Council), in collaboration with the U.S. Department of Energy’s National Nuclear Security Administration (NNSA) and the U.S. Federal Bureau of Investigation (FBI), successfully conducted the pre planed “Colombo City Thunder Tabletop Exercise (TTX)” under the Silent Thunder Exercise series related to National Security Events. The target groups for this exercise was:

  • stakeholders responsible for responding to nuclear security events and organizations that use Category-I radioactive sources in Sri Lanka.
  • stakeholders responsible for responding nuclear or radiological emergency preparedness and response (EPR) according to the national Emergency Management Plan (EMP)

The TTX had been designed based on a hypothetical scenario involving a security events. Four sdifferent continuous scenarios were prepared in collaboration with local organizing teams consist of Council (04), Apeksha Hospital (04) and Police (04). This TTX had primarily focused on scenarios related to physical protection system of radiotherapy facilities in Apeksha Hospital. The scenarios were made with real information of Apeksha hospital and local situation. This enables to participants to identify the local response during the exercise. The exercise was conducted on February 20th at the Courtyard Marriott Hotel from 9.00 a.m to 5.00 p.m, with representatives from stakeholder organizations. Pre-training for players had been conducted on Wednesday, February 19th from 9.00 a.m to 5.00 p.m, at the same venue. Total of 96 participants including 42 players & 54 Observers effectively participated to the TTX by giving their maximum collaboration for the TTX. All facilities, including food and logistics, was provided by the U.S. Department of Energy via Citrek Lanka (Pvt.) Ltd.

Mr. K.N. R. Fernando has invited to conduct Basic radiation protection to all participants in local language to better understanding the basic subject to participants. Mr. Kapila De Silva, Director General of the Council addressed the gathering during opening session of the TTX on behalf of local organizers. Mr. Prageeth Kadadunna, Director (Inspection and Enforcement) worked as main counterpart for this important activity and shared his experience as national emergency coordinator (NEC) and coordinated during the response to TTX by participants. Mr. A.P. Madushanka worked as coordinator for this important TTX and succeeded to brought all proposed participants to TTX.

As the competent authority for nuclear security and emergency preparedness and response (EPR), we, the Council, are thrilled to take this step toward enhancing radiological preparedness with our international partners.

“Colombo City Thunder” Table Top Exercise, 20th February 2025


The Sri Lanka Atomic Energy Regulatory Council (Council), in collaboration with the U.S. Department of Energy’s National Nuclear Security Administration (NNSA) and the U.S. Federal Bureau of Investigation (FBI), is planning to conduct a Tabletop Exercise (TTX) related to National Security Events. The target groups for this exercise are stakeholders responsible for responding to nuclear security events and organizations that use Category-I radioactive sources in Sri Lanka.

The Silent Thunder Exercise series focuses on preparing for terrorism-driven WMD/radiological incidents. These site-specific, no-fault tabletop exercise allow leaders from various organizations to test and enhance their crisis and consequence management skills. Participants will have the opportunity to refine response strategies and improve collaboration.

“Colombo City Thunder” is part of the Silent Thunder Exercise Series, designed to foster collaboration among representatives from local, provincial, and federal agencies with a shared interest in ensuring a positive outcome. The TTX will be designed based on a hypothetical scenario involving a security event. The exercise will be conducted on February 20th at the Courtyard Marriott Hotel, with representatives from stakeholder organizations. This TTX will primarily focus on scenarios related to physical protection system of radiotherapy facilities in Apeksha Hospital. Pre-training for players will also take place on Wednesday, February 19th, at the same venue for players only. Forty players and hundred observers have been selected to attend the TTX. Observers will have the opportunity to raise questions based on the scenario to prompt further responses from players, and this arrangement will help create a productive working environment for the TTX. All facilities, including food and logistics, will be provided by the U.S. Department of Energy via Citrek Lanka (Pvt.) Ltd.
